Wrangling FRUS TEI
Everything here has moved. The wiki is now at https://github.com/HistoryAtState/hsg-project/wiki, and the still-open issues have moved to https://github.com/HistoryAtState/frus/issues.
Until now, FRUS TEI hasn't had a way to capture when a document identifier is left-aligned and on the same line as the right-aligned dateline. We have been the telegram number in a catch-all <p> following the <dateline>, e.g., frus1969-76v10#pg_527:

<p><gloss target="#t_NIE1">NIE</gloss> 53/14.3–1–74</p>Since our typesetter is now using XML to drive the print edition, they requested guidance on a way to capture the alignment.
The ?view=annotations parameter is preserved when selecting a link in the body of a page, but not when clicking on the TOC in the left sidebar or volume landing page. E.g., links on http://localhost:8080/historicaldocuments/frus1964-68v23?view=annotations. The fix will require adding an $options parameter to the TOC code in frus.xq and tei-render.xqm.
We need to check that all quotes are curly and that dashes (hyphens, en dashes, and em dashes) were preserved.

GitHub "Issues" that we're using for tracking volume reviews are also useful for tracking other tasks. I'm using this issue as reminder to myself to add the template for volume review checklists to the wiki. When I'm done, I'll be able to check it off as done.

It seems that the PDF layers in these files are a little messed up. I checked #d190 too, and it had the same problem.
If you see problems like this in other electronic-only volumes, please add a note here. I may need to regenerate the PDFs and images for affected volumes.
