Weird! I wonder why they did this - I think it's unique to this group of volumes, and certainly never happened again after this period in FRUS editorial history. I agree that with your earlier comment in #34 that this could be confusing to readers, but on balance we're preserving the original format of the book, so I think it's best to let it pass.
