Started working on frontmatter, fixed indenting in preface (signature) and in the source list.

Finished frontmatter: corrected superscript issue in abbreviations in terms by using <hi rend="superscript"> per our FRUS TEI guidelines.

In document 194 ( http://history.state.gov/historicaldocuments/frus1969-76v35/d194 ) hovering over fn 2 shows the note in question but cuts off the first sentence. I'm not sure what the issue is -- any thoughts, @joewiz ?

Oh wait, I may have figured it out. It seems like there is a <p>tag at the start of these sorts of footnotes that have long quotes that messes with the first chunk showing up. When I deleted the initial <p>, the footnote displayed correctly.

Random sample: 194-198:

D194: Deleted <p>tags at start of footnote 3 so first chunk would show up when hovering.
D197: when you click on the link to a footnote in the text, it pops you back up to the top of the doc, rather than down to the footnote. The reverse works fine (clicking on the actual footnote brings you to that spot in the text).
D198: inserted <lb/>after name in closer to fix signature line.

Also fixed signature line in D188 (there was a footnote pointing there) by inserting <lb/>.

added @type="source" to source notes with find & replace, and fixed page image issue.
