The problem is caused by one of your reports, not having it's latitude
and longitude set

in my code that removes reports that don't have their lat and lon set.

Hi jetherton,

I've updated my deployment with your commit, and I've verified that all my lat and lon sections are valid. The "And" seems to work better but maybe not consistently. It seems to either not load, or load after at least 2 minutes (with "HRD Attacks and "Journalist Related" for instance). Whereas reports load after about 5 seconds with the OR operand. Is this expected functionality?

Yes, that's expected. Enhanced map uses the Ushahidi's system for
queering the database, which isn't optimized to work with AND queries.
If you want it to run faster try using the high performance version of
Enhanced map
https://github.com/jetherton/enhancedmap/zipball/high_performance. It
uses it's own database queries which are faster than the ones Ushahidi
uses, but because it doesn't follow Ushahidi's conventions it lacks some
features.
