Supervisory Authority: For England, that's ICO. Basically, they are the ones in charge to moderate on GDPR. They are the one who decide if an Organisation screwed up, and they are the ones individuals can talk to if there is a serious problem with an Organisation. It's always a good idea to talk with them if you feel there is something really wrong going on.

I haven't finished reading yet, but I am wondering if I did find something wrong with how Matrix processes my personal data, would I contact ICO due to New Vector being there or the Finnish authority, The Office of the Data Protection Ombudsman?

The current article leaves this a bit unclear and there are reasons why both could be the correct answer without knowing better.

• New Vector is in the UK and ICO is their authority as said in the article.
• GDPR applies all European citizens and countries outside of the EU don't necessarily have equivalent authority, so how would the individual know whom to contact? There are also multiple services who have blocked all European IP addresses (which I (am not a lawyer by the way) understand to mean nothing as it's possible to have a citizenship in European Union while physically being somewhere else).

Possibly relevant for future visitors is that some of these things are based on outdated information. For example identity servers can be selfhosted these days and even aren't really needed anymore unless you want to search by phone number.

Also the reference implementation keyword was dropped by both element (previously riot) and Synapse.

Also not that matrix is far more diverse than matrix.org or element (previously new vector).

You can choose a community homeserver implementation (conduit or construct) and plenty of foss community made clients like nheko or fluffychat.
