What exactly is the difference, if it's in mods or not...?
I'd you want it in the base game, you'll need to wait until we finish G&K entirely, which - given we've been at it for years - may take a while
from unciv.
I believe our public mission statement is clear enough: No BNW. BNW has some mechanisms extremely changed - tourism and culture for instance, and so would require some extreme amount of work 1. Mods might approximate some of that, no more.
That said, some properties of these BNW-specific civs are currently not possible but could be implemented - where tourism is not involved. The Shoshone for example would need a little code for Native Tongue, and a little for the extra 12 tiles a newly founded city gets, that's all - I remember because I once almost started on these. Still, those would be new UniqueTypes for the base game, the actual Civ data I would not propose here, but do a Mod of it - because it's not G&K.
I really don't know what your beef with Mods is - seems like a pure prejudice. Harsh words like "Mods? That's not fun!" or "needed" don't fit Unciv - Unciv is all about moddability, the base game is only a tiny fraction of its glory, unless you see it as engine for mods. Is it only the self-regulating, un-curated character of the Mod "landscape" maybe? I get that... But just learn your favourites once, then ignore the rest - works for me.
