Catkin lint problems:

I am reluctant to experiment with potential fixes, because I have no way to test it.

We could force the version numbers to agree, but that seems wrong, because the clasp version is determined upstream.

That means it cannot be released with the rest of this repository, since all package versions within a repository must agree.

The likely solution is to break it out into a separate repository, which can be released with catkin or as a bloom 3rd-party package.

Now with #7 and #8 resolved.

This forces a release dependency on the segbot_apps package. Maybe that's OK, but it's contrary to the repo dependency graph we discussed on Tuesday.

I have not (yet) discovered any circular dependency caused by this, so should we raise it to the top of the dependency graph?
