question on license

I stumbled across this repository while looking for some cmake modules and found it quite interesting.

The repository doesn't specify the license of this code though which is quite essential in my opinion. Would it be possible to clarify what it is?

Attempt to find ValGrind is done at every test target

In common/cmake/TestTargets.cmake, the inclusion of ValGrind.cmake every time a test target is added results in the attempt to find ValGrind and eventually several messages saying it was not found.

Suggestion is to either have that check done only once in the TestTargets.cmake.
