Consider adding Ocaml/reasonml

Ocaml is able to build standalone cli tools that have a very good performance.
They also have some good tools to help with this task that are worth listing:

• cmdliner: argument parsing
• Pastel: colorize the output

Add an entry

I am a author for a new rust cli framework and would like to let people know it exists. How would I go about adding an entry to this list, would a simple pr be enough?
