Make the bumpers in the lift_controller configurable

There is currently a bumper and bumpers2 publisher. Only the bumpers2 one should remain. The message bumpers is publishing is still used in the GUI this should be changed.

Needed due to other motor in rose workhorse, not fixing this means no lift @ workhorse thus it is a bug.
