[Sample Onboard Request] Northwind inventory message extension sample about teams-toolkit-samples

@aycabas Seems like this sample is a ME for Copilot Plugin, does Copilot Plugin still in Preview and require special privilege to develop and run the sample? I wonder whether user can use the sample after we onboard it.

@summzhan all the samples I submitted is the Copilot plugin samples. Copilot for M365 is public now.
