Clarify what's here

Really glad to see this list on GitHub and can't wait to use it. Two questions:

1. Do both lists contain the same domains? Contributing.md, for example, says that I can submit a domain to either, but that would imply that they are not in sync?
2. Can you clarify some of the abbreviations? E.g., what does BT, NT, UF, and RT stand for?

Would be great to add both to the Readme.

A few other things that would be good to clarify, but not necessarily vital to understanding the dataset:

1. Format of the hierarchical list. E.g., the 2nd "domain" is 174.132.145.94/~hope, but that's clearly not a domain.
2. It looks like states are grouped by two-letter postal abbreviation namespaced in a usagov namespace. Took a second to get that. If you're looking to encourage people to use the dataset, lowering the barrier to entry by describing little things like that in the Readme could go a long way.

Again, awesome stuff, and looking forward to consuming it.

Consider adding parent agencies

For at least the usagovfed list, it would be helpful to have something like a "parent agency" or "owner" field to show which federal agency is accountable for the domain.

I'll be making a domain-to-agency mapping for my needs. If there is interest, I'm happy to share my findings. scope_note usually contains some helpful hints, and I'll check at the domain and reach out to agency contacts, too.

Since M-17-06 requires (section 9b) federal agencies to only use .gov/.mil, and with this list being the place agencies are instructed (section 9d) to report their non-.gov/mil's, it might be appropriate for you all to gather this info at submission time.

GitHub now manages data in v. cool ways such that you can maintain a simple yml file and then automatically get xml, json, html, etc. with v. no effort. Check out this -https://github.com/benbalter/simple-api. It's fantastically simple.

It looks like the data in your 2 txt files might already be formatted in to work as yml instead.

Any thoughts? I'm happy to take a crack at this if you want.

Updates to Oregon city and county websites

Some of the URLs listed were inacccurate

Sherman County, OR is listed with sherman-county.com, which redirects to what looks like a hotel website. The correct address is co.sherman.or.us

Canby, OR (listed as ci.canby.or.us), Phoenix, OR (phoenixoregon.net), Springfield, OR (ci.springfield.or.us), and Happy Valley, OR (ci.happy-valley.or.us) all now use .gov websites, and the URLs listed here are all broken or lead to 404 pages.

A few potential data-quality improvements

Chatting with @ErikSArnold a few weeks back, I mentioned that I have a script to validate the domains listed here before I vendor them into GMan.

I rely on the data, so I created a quick script to reconcile the two lists, in hopes of contributing some of those upstream improvements back. You can see the full output below.

To note, I suspect some of the differences may be intentional. I purposely want to exclude educational domains or commercial hosting services, and look only at domains, not sub paths if two government entities share a server.

Hello! I need to submit some non .gov domains for a federal agency, and tried making a PR, but got a permission denied message.
