What coordinates are used in the API? Are they zero-based half-open? 1-based?

The coordinates are all 0 based, the query and the features returned. I will add a couple unit tests just to ensure correct behaviors but this should be true across all scenarios

I added some more docs to the README and fixed a bug with one of the bigwig types (variable step) in 1.0.10 version now published. Thanks for reminding me to do stuff like this...let me know if there's anything else that can help
