Master Fails to create with Received FAILURE signal with UniqueId

Hey Matt,

I was looking into standing up a galaxy cluster and really wanted to use it with CFNcluster to be able to scale with job demand. I noticed you did all the hard work, thanks. I tried to stand up a CloudFormation stack using the default params but I get an error. It does create the master instance, and I am able to ssh into it. Sadly I'm not very familiar with galaxy and it doesn't appear to be running, at least putting it's private IP in a web browser says connection refused but the SG is allowing http 80 from everywhere.

After some more research it looks like it has something to do with cfn-signal.
