Running cordova-plugins list results in:

It looks like the the variable tmp doesn't include a trailing forward slash directory separation character, and when pluginsfile appends "plugins.json" to the tmp path, it results in a non-writable file.

If you wanted a REST API for PlugReg, all you had to do was ask :)

I'll add support this week and we can get this updated.
