Convert to pyproject.toml

This library missed the conversion to pyproject.toml and will need to be manually converted.

Issue for testing CircuitPythonLibrarians tag.

This issue exists solely to find out whether someone outside the org/CPLibians group can tag CPLibians in a reply to an issue and have it work properly.

Please ignore it, it will be closed as soon as we determine the situation.

actions/install.sh makes it hard to to know how to create a local test env

The use of source actions-ci/install.sh is great for DRY. But it's a pain for figuring out how to setup a pre-push environment to install Sphinx, pylint, etc.
