Honestly with linux i'm a relative noob. i work on another tech project, and get some stuff done with scripts and things, but this is so far beyond my current skill set i would like to enlist a little help

this is close to what i want to do

but they don't talk about how to do, just pieces what you need.

my actual goal is to, if primary internet is down(WAN1), access my wifi hotspot(WAN2) and make that main internet until the WAN1 reappears.

the WAN2 is in my phone, so I would manually activate it and put it in a location to get decent signal, and wifi. For the reason it's ok to have no wan1 or wan2 while i am not present. but I want wan2 to connect when activated if wan1 is down when i get here.

current skills, i can get into the router via putty-ssh or telnet
i can copy paste and type things in

i think that likely you have a lot more expereince with ddwrt which i have had basic use of for years, and maybe even better ideas than the above.
