Add user side app and DM functionality

Add the ability to use the bot as a user side app, for support with some current as well as upcoming commands. Also add DM functionality, similar to a chat bot but more info oriented rather than chat

Fix mute capability

Add the get_muted_rule() function as well as the command to set the mute role
