Upgrade to Parcel 2

following this guide update plugin to parcel 2https://parceljs.org/getting-started/migration/#typescript

1. add .parcelrc

2. update .gitignore .cache to .parcel-cache

3. add/update devDependencies

	"parcel-reporter-static-files-copy": "^1.3.0",

4. remove files-to-copy

	"files-to-copy": [
		"plugin.json"
	],

5. create folder static and move plugin.json moves to static/plugin.json

6. anywhere you include a script that is not typescript include type="module" in the include
