Deploy function as a lambda

Update the serverless.yml to deploy this as a lambda, I believe the tasks is only referring to the cloud formation however may be able to deploy it to my personal account. Time depending

Continuous Delivery

Using GitHub Actions, include a step to deploy the app when merge requests/pull requests are merged to master. Since we won't be actually be deploying, use a simple command to output a message indicating the app is deploying, ie echo "deploy prod".

• Should be able to run the pipelines and view results in CI/CD tool
• Should be able to also run tests fully locally (this currently works)
• Create a new README with details on how the CI/CD process works.

Cloudformation Quality Gate

Implement cfn lint as well as possibly bridgecrew for the ci pipeline

Add DB cluster to cloudformation

Add postgres rds instance to the cloudformation template

• Expose connection string and use it in the lambda

Update Readme

Update readme to explain the CI/CD process in the repo and features that have been added
