Add link Placeholder in README file

@arv-anshul Can you include add link placeholder of each courses in main README file

Rename `course_details.md` to `README.md`

IMO, renaming course_details.md to README.md makes the reader life easier because README.md gets rendered without explicitly clicking on the file and also it is a very good convention.

Caution

If the README.md file already exists in a particular course's folder then try to compile them together.

Give a like 👍 if you support this issue and I'll soon create a PR 😇.
