That's the correct behaviour, from the man-page:
-z ZOOM
Scale all images to the current zoom level, use a zoom level of
ZOOM at startup
Using 'w' sets the current zoom level to whatever is needed to fill the current image into the window. Using space afterwards loads the next image and displays it at the same zoom level.

I think I was expecting the zoom level to be image based (I'm not saying
it should be).
So, when I saw the next image with a zoom level of neither 100% nor 'fit
to screen' I interpreted that as a mistake.
