Here is my flow.

$ mkdir build; cd build
$ ../gcc-4.6.0/configure --prefix=$INSTALL --enable-languages=c,c++ 
--enable-plugin --enable-lto --enable-shared
$ make && make install
$ export PATH=/path/to/just_installed_gcc:$PATH
$ ../gcc-vcg-plugin-1.1/configure --prefix=$INSTALL
$ make

And here is the error message,
