Seems like bug, resizing arrows should be visible for sure. How does it work with default awesome config? Sorry, can't provide any certain help, but I feel like it has something to do with system setting, not awesome wm config.
About Gtk3 theme. I'm a big fan of Boje theme, and whole config was designed with that scheme in mind. Unfortunately it's been abandoned. I made my own theme based on it, but it's outdated too (Gtk <= 3.18) for today. Of course I have plans to update it but just can't get it done for a while.
