Extract compile.app_manifest
It should keep the manifest in:
_build/<env>/lib/<app>/.mix/compile.app_manifest
and mix app_manifest would read that.
This means that we'd likely change the API to only create a manifest per app instead of per list of apps.
Question is whether the manifest is already in text (output of AppManifest.to_iodata/1) or in the internal data structure saved as ETF. Slightly leaning towards latter.
