Change codebuild role on cloudformation template

The cloud formation template to deploy the code pipeline is using a very permissive role, should change it for a more restrictive one.

First look on github tools for security

Check the analysis and scanning tools that GitHub offers.

Add some code analysis tools with pre-commit
