Should this theme be dropped?

According to @pjackson28 (via #137 (comment)) and some research I did, it would seem that the OGPL initiative no longer exists. As a result, is there any chance support for this theme could be officially dropped after v4.0.27 is released?

The OGPL theme could potentially continue to exist just as an example of a WET theme, but IMO it isn't worth the effort to maintain. WET already has 5 other themes that are more relevant and up-to-date. Plus AFAIK, no implementations of the OGPL theme exist outside of GitHub. The only GitHub site that seems to implement it is https://ogpl.github.io/ and hasn't been updated in over 2+ years.

@pjackson28 @LaurentGoderre @lucas-hay @masterbee @duboisp @nschonni Thoughts?

Theme: i18n page templates aren't being generated.

While revising #130, I noticed that this theme's index page links out to non-existent i18n page templates. All link destinations are formatted properly. The problem is that this theme isn't setup to generate i18n page templates at all. It also lacks i18n variables for its custom strings.

From what I can tell, the OGPL theme has always only contained French and English page templates. In August 2014, #77 added i18n sections/links into the theme's index page. It's been like that since v4.0.5+.

@pjackson28 Was the OGPL theme ever meant to have i18n page templates? Or were #77's i18n additions just an oversight?
