Write a Makefile that installs Go, creates the relevant Postgres Database, Schema, and Tables, and configures the PostgREST endpoint (see http://postgrest.org/en/v6.0/tutorials/tut0.html for help on PostgREST setup)

Go, Postgres, and postgREST must be manually installed by HUD users. Need a Dockerfile for that to abstract setup process.

docker-compose up should start the two as statically configured

Implement a mock interface that cooks the connection to a fictional postgres instance in pkg/store/store_test.go, and tests functionality without requiring a live connection
