1. Create a new repo in GH for Yata.
2. Clone and sync Repo with local dev environment (setup access keys for 2fa, etc).

The API should accept new todo items and store them.

The API should be able to provide details about a specific todo item

1. Add a docker file for the API server
2. Add config files, scripts etc, to bootstrap local dev env

Right now, the API returns a static array of todo items. It should list the actual list of items that the service is storing

The API should be able to update a todo item and ensure that it is stored correctly.

The API does not allow for deleting items

1. Setup an initial .NET Core Web API project
2. Setup a xunit/nunit test project
3. Write at last one unit test, and verify that is can run with xunit
4. Commit code to GH
