when the current is between 9.5 and 10.5 you get an index out of Range in Line:
msg = ':8F0ED00' + hexP1[0] + hexP1[1] + '00' + hexP2[0] + hexP2[1] + '\n'

it is because in hexP2 is to short because of a zero value.

to fix it you can add:
if len(hexP2) < 2:
hexP2 = "0" + hexP2
after:
if len(hexP1) < 2:
hexP1 += "0"
