Changing a label on existing MR currently triggers [MERGE REQUEST OPENED] ,

We should make it something like [Labels Changed] instead of the previous behavior

Send message based on group project gitlab and triggered to send massage to appropriate group
example : [email protected]:back-end/project.git --> triggered to send massage to backend group workplace

It looks like we haven't display the title of a merge request on the chatbot, and only reading the descriptions sometimes is not enough, we should add this feature if possible

The current message implementation sends the timezone as UTC, we should provide a configuration option to adjust printed time

Message not sent on tuleap channel if on description content there is special character like " (quote) or html tag

IF change any field in tuleap will trigger hook, must validate if status not change from previous don't trigger

Currently when we create a new task on tuleap, the task will be displayed as moved from [blank] to first stage (usually Todo), maybe we can format tuleap messages as created / moved using available payload
