Give a different input to budget, but nothing changed

I have set the budget of gift to 200. However, when I key-ed in the same input, but with a different amount, nothing changed and no error is thrown.

I keyed in 2 same entries but are taken in as separate inputs. It is not listed in the UG as to how it is handled, as a user I would expect the program to stack the amount.

Error in Add guideline

The statements states that the value should be less than 1 million after rounding off to 2 significant figures. However, input of 999,999.59 round off to 2 S.F is 1million.
