Zero-carbon notification providers

I was wondering if there's alternatives to services like Twilio or AWS SNS that have zero carbon emissions. I'll send a PR when I find one. Until then, I'll just leave this note here. Maybe others have already done research :)

Problem: Port 46657 changed to 26657, but notes/tendermint/README.md wasn't updated

In the file https://github.com/vrde/notes/blob/master/tendermint/README.md there are some commands that explicitly use port 46657 but Tendermint changed to using port 26657, so that should be updated.
