Need to update CF section with latest buildpack info and best practices

• link to official cf buildpack for R rather than custom buildpack
• r.yml for add-on package rather than manifest.yml and init.r
• can delete init.r
  -- note that with the new cf buildpack, no need to map all dependencies, which is great
• use Procfile rather than command entry in manifest.yml
• add plumber link for APIs on CF
