Azure devops mvn package fails with: Local Azure Functions Core Tools does not exist or is too old to support function extension installation

I'm using the ubuntu-latest and it looks like tha azure-maven-plugin tries to download the function-core-tools. How is that resolved? This happens only if there are input bindings to CosmosDB or something similar. Just having a plain HttpTrigger does not cause this
