Just some changes that may clear up some ambiguities with the exemption:

In addition, the copyright holders of the Tox Project give you permission to
use Toxcore in environments which are not compatible under The GNU
General Public License v3.0, provided that:
A) All code in an application that links to or uses functions of the toxcore library is to be perpetually dual licensed under both the MPLv2 (without secondary license clause) and GPLv3 licenses
B) All binary releases must be accompanied by a notice of where the user can freely obtain a digital copy of the source code is available
C) Outside of these restricted environments, condition A) applies but only the GPLv3 license can be used for linked or derivative works
D) All distributions of Your Software prominently advertise this exception.
