Use stable UB.swift version

Right now we are using various branches for UB.swift, we should change this to use released versions of the repository. This ensures our build is stable.

Service Recipient

The relayer currently only allows sending messages to the PlainText Service, the command should be changed to allow sending data to different services.

The command would look something like this:

send <service-id> <contents>

Peers Command

Add a command that allows a user to view which peers the node is connected to for all the given transports.

This will look something like this:

peers list

CoreBluetoothTransport (3 peers):
 - Foo
 - Bar
 - Baz
