This is just terrible stats work. This is a first digit test and the paper you linked explicitly says in the introduction "the first significant digits in vote counts do not usually have the distribution implied by Benford’s Law"

Install

Because pygame is not available from conda, we have to take care to not mix up conda install and pip3 install.
