Bug: add all agencies should respect the current region

If a user clicks the Add all agencies button, it will add and load all agencies even those who are not part of the current region.

BYOD: Add support for auto-sync

Auto synchronization have been dropped due to performance issues.

• Sync BYOD agencies after page load
• Sync BYOD vehicles when user reach /regions/*
• Bring back auto-refresh

BYOD: Support for local GTFS shapes

A user can already upload a shapes.txt file, but the application will not use it.
If a user select a vehicle with a trip and a valid shape, the shape should be displayed on the map.

• Convert shapes to GeoJSON on upload or on the fly
• Show the shape on the map

BYOD: Allow use without server API

Transit Tracker will only fetch data from the server API when a user visit a page in the /regions/* section.

• Create a special region (perhaps /regions/byod/*) that will not load the API
• Make sure the app works offline
