Not sure if the code will create same tests on Windows/Linux and different version of Python. This may create confusion when different people works on this problem (upload test, etc.).

This is also important, as these are the first problems added, and later people will probably copy coding style from these test generators.

In IPSC 2015 ( http://ipsc.ksp.sk/2015/problems ), problem S has a PRNG class. I think we can make use of this.
