add max pages retention policy
update docs on {topic} value
no longer message packed, just a normal hash now
add consumer offset tracking
mainly because this allows us to have clients wait on blpop operations when there is a low volume of items to allow low latency consumption without busy waiting
add ttl and size to page stats on details cmd
consumer should skip pages that don't exist due to ttl
Right now these just cause the consumer to halt:

add ability to mutate topic config
this should retroactively apply changes to ttl and max page retention policies
