Thank you for the reply
It appears the fix was changing my folder to instead be named "User" instead of my actual name with CMD and making my profile subsequently open this folder, meaning you were right pretty much it was more of a problem with me than the actual program

This could be a problem with your OS and the file opening hoi4presence.
What's your users in C:\Users?
