I'm going to close this as I think this has been regarded as a bug in Puppet 3.5.0, and the release was recalled. More information here: http://docs.puppetlabs.com/puppet/3.5/reference/release_notes.html#recalled-on-april-4-2014

Agreed. Looks like the puppet.conf configuration can be simplified with the use of basemodulepath. Something to consider (but I wouldn't do anything until after 3.5.1)...

Yep, I'm hoping we can do this once the proxy gets support for reading this new config style (http://projects.theforeman.org/issues/4699). It does look good.
