Add Searches/Binary search algorithm

Problem statement: given a sorted array of n elements, write a function to search for the index of a given element (target)

Warnings in Algorithms.DataStructures.DoublyLinkedList module.

This module is full of warnings for unused method & variables.
Here is the path of module lib/data_structures/doubly_linked_list.ex.
There are some more refactoring opportunities in codebase.
For example:
new_node = %Node{value: value, prev: nil, next: nil}
this can be simply written as
new_node = %Node{value: value}
Because Node struct by default keep nil values for all other keys.

Wondering who is managing this code base. I want to create new PR for this issue @raksonibs

DoubleLinkedList

why the test "it works when the list is not empty" is disabled?

DoublyLinkedList doesn't work properly, this work still is in progress.

I saw the code of this algorithm, it doesn't work. There issues in working, i think someone left in a half way.

Outdated version of Elixir and Erlang in `.tool-versions`

Not a very urgent change for a project of this nature, but the Elixir and Erlang versions in .tool-versions are 1.8.0 and 21.2.3 respectively (see below) and the newest versions are 1.12.2 and 24.1 respectively.
