Implement a new feature to make a reaction with a dictionary. This is for:

• Improve the pinned message function powered by Discord (It's difficult to use/search and the limitation is too small)
• The fixed phrases to make the users more familiar with the bot.

The phrases are stored in mnesia wrapped by a library named amnesia.

To make the usage of the feature easily, the function to register the phrases from Discord message is required as well.

Implement a Dockerfile for auto-deployment.

Remake the functions as plugins to make Senkosan multi-purpose bot.

Update the voice channel observer to fetch the latest status when the bot is started. Senkosan doesn't have any way to know who joins the voice channels.
It seems a bit tricky because there is no public APIs for it.

Update the conditions of greeting

• Implement a condition to ignore other bot's action.
  • Currently, Senkosan makes a reaction to bot's action. It might become noisy.
• Implement a condition to ignore repeated entry and exit.
  • Ignore the entry with a few seconds exit.

The current implementation is by GenServer module.
It's enough to use Agent.
