During migration to ACE's OS disabling branch it become apparent that keyboard manager needs to have active interrupt server even when OS is enabled.

After exiting level with direction key pressed, OS switches on to load map file. If that key gets released during that period, ACE's non-OS key handler won't handle it and key will remain in pressed state on next level until it gets pressed and released again.
