This version should

• Copy the MD curriculum into the out/ directory
• Transform all *.md files to *.md.html using the md-to-markdeep.py tool.
• Properly construct a base HTML file (probably SUMMARY.md.html for now).
• Clean up all loose ends.

The Markdeep header and footer are currently hard-coded in the md-to-markdeep.py tool. Instead, use a single template.md.html file to store these pieces, and to serve as a future template for new curriculum pages.

YES!

At a minimum, this should add the TEALS toolbox/devtools directory to the user's path environment variable. Once this is standardized, we can begin to use tools across the various TEALS working trees.
