for some reason I cannot get it via composer

I run
$ composer require ar-php/ar-php
and I get
Could not find package ar-php/ar-php at any version for your minimum-stability (stable). Check the package spelling or your minimum-stability

Why readme is just saying it is fork of...the same repository?

Is there anywhere readme for original library?
