Allow duplicate tags to exist within the text, but do not create duplicate associations in the database. Likewise, if only one copy of a tag is removed, it should remain linked in the database. Note that this means key:value style tags do allow multiple usages.

If a tool is written to extract these, it will do so into an array, when there are multiple values with the same key.

To be determined: What counts as punctuation, what is allowed?

• alphanumeric should be part of a tag
• periods, commas should not

I'm thinking, capture only the tag signifier and alphanumerics. This restriction can be loosened later if desired, but I believe this is what most people expect from tags.
