modernize `bin/securerun`

  • turn .srhosts.def to .srhosts.yaml, Currently it is require'd and takes the for of a Perl hash
  • remove need for pwd to be in @INC
  • clean up directory (get rid of App-securerun)
  • opts via Util::H2O::More::opt2h2o
  • lean completely on ~/.ssh/config and aliases for remote interactions
  • capture $? and exit with that status if ssh or scp doesn't exit cleanly
  • replace qx with system
  • require securerun.conf to be 600
  • address perlcritic nits
  • proper modulino
  • organize helper utilities (e.g., util/)
  • update to modern idioms whenever convenient
  • replace macro processing with Template toolkit?
